Dr. Sam MacMaster, PhD.

Chief Clinical Development Officer

Samuel A. MacMaster, Ph.D. brings over 30 years of expertise in the behavioral health field, specializing in the design, delivery, and evaluation of substance use and mental health treatment services. Dr. MacMaster has developed innovative programs both nationally and internationally, with a focus on addressing the needs of underserved populations. Currently serving as the Chair of the Advisory Board for the National Institute for Behavioral Health, he also provides guidance as a Senior Advisor to several community-based organizations.

An Adjunct Professor at the University of Tennessee’s College of Social Work, Dr. MacMaster has held esteemed faculty positions, including roles at Baylor College of Medicine’s Department of Family and Community Medicine, Meharry Medical College’s Department of Psychiatry and Behavioral Sciences, and as a tenured professor at the University of Tennessee. Renowned for his work in outcome studies and identifying barriers to treatment engagement, he has led numerous federally funded research projects and published extensively, including three books and more than 75 peer-reviewed articles.

Dr. MacMaster earned his Ph.D. in Social Welfare from Case Western Reserve University and his B.A. from Miami University of Ohio. Before transitioning to academia in 1999, he spent over a decade as a clinician in various treatment settings. A long-term recovery advocate for over 36 years, Dr. MacMaster remains deeply committed to empowering individuals on their journey to overcoming addiction. He is also a sought-after speaker, presenting at conferences worldwide on advancing behavioral health practices.
